During a study visit to the Netherlands the Ghanaian Nursing & Midwifery council, who designs and administers the licensing examinations of all nurses and midwifes in Ghana, has gathered inspiration on how to further proceed their process of moving from paper based to digital examinations.
Frontrunners in examination
The Nursing & Midwifery Council of Ghana (N&MC) is a frontrunner of digital examination in East Africa. They design and administer the licensing examinations for all nurses and midwifes in Ghana, catering to staggering numbers of students, more than 7.000 students are taking the examination at the same time each year. Since 2017, in cooperation with CINOP and KNUST (Kwame Nkrumah University of Science and Technology), they are making a switch from paper based to digital examinations. This is part of a NICHE project “Strengthening the examination capacity of the Nurses and Midwives Council of Ghana”.
Improving the quality of digital examination
Now that the systems are implemented it is time for the next step, namely organizational transformation. This requires staff professionalization and expansion, rethinking existing processes and tasks, and preparing students for new ways of working. During the study visit in the Netherlands the delegation, existing out of high officials from N&MC and KNUST, visited several different organizations to learn from their experiences with digital examinations. The program was one that catered for various different insights, ranging from topics such as; how to build quality item banks, what the influence could be of transformative testing, the security implications of digital examination and how to cater for these, how to manage an organizational change, and in what way staff organization and professionalization could be shaped.
Thanks to the various insights of; Pearson, CITO, Amstel Academy, Vrije Universiteit van Amsterdam, TU Delft, SURF, Groot Bolwerk, Leerhuis ETZ ziekenhuis, and Avans Hogeschool, the delegation has become more equipped to continue their process of improving their digitalization examination.
